MENTAL AGILITY & DEXTERITY (C3 - C5 TIER 3)

At first I thought the Class rating (C3 - C5 TIER 3) meant that there was an option to choose one of the class ratings of 3 all the way up to C5 Tier 3. But when I went to purchase it
it didn't have an option to choose a class rating.
So the next thing I thought was... could it mean that the item can shift from a Class 3 power rating all the way up to C5 Tier 3 all by itself?
Though that's just a theory, Can anybody shed some light on this Please?
